Complete an Affidavit for Absentee Ballot, found at: http://electionsncc.delaware.gov/absentee_de/de_student.shtml. Some voters must have their Affidavit notarized (this includes students).

Are there any requirements for first-time voters?
Yes. First time voters who did not provide an ID when registering to vote must include a copy of their current ID OR a copy of a utility bill, paycheck, bank statement or government document that shows their name and address in their absentee ballot request form.
