This Forum, cosponsored by the Harvard Israel Conference, featured Ambassador Dennis Ross with Harvard Kennedy School Dean David Ellwood acting as moderator. Ross discussed the different attempts that have been made at negotiating a resolution between Israel and Palestine. He described the critical role that context plays in generating a plan for resolution–a good plan in the wrong context will not work. With that concept in mind, Ambassador Ross outlined his hybrid plan, combining negotiations with on-the-ground actions. He believes that this combination will help overcome the pessimism—held by both populations--that surrounds the possibility of resolution. Ambassador Ross’ overarching belief is that a one-state solution will breed conflict and thus the two-state model is the only constructive solution.
