Former U.S. Representative from Massachusetts Barney Frank delivered the annual Glauber Lecture and focused on the topic of intentionally declining U.S. power abroad. His address made the argument that the United States can and should spend less on defense, ought to meddle in international affairs less and can’t address domestic problems while overextending itself around the world.
