Richard C. Broeker

Dick Broecker is the State Planning Director (Minnesota State Planning Agency) responsible for implementing the 1973 Human Services Act calling for the reorganization of welfare, health, corrections, mental health, social services and other related human services programs. He has been selected as a Bush Leadership Fellow for 1976. He is past president (1973-1974) of the Minnesota Social Services Association, past president (1971-1973) of the National Association of Social Worker/Minnesota Chapter, and past vice president (1970-1972) of the Minnesota Conference on Social Work Education. Mr. Broeker is also a part-time faculty member at the University of Minnesota and Hamline University. Most recently, he was Associate Dean/Associate Professor at the Graduate School of Social Development, University of Minnesota, Duluth.
