Paul S. Sarbanes was U.S. Congressman-elect from Maryland's 4th District at the time of his appointment at the Institute. He has been a member of the Maryland House of Delegates since his election in 1966, where he was a member of the House Ways and Means Committee, the Committee on Taxation and Fiscal Matters, the Committee on Legislative Organization and Procedure, and the Commission to Study School Financing. Mr. Sarbanes won distinction in the House of Delegates as an expert on budgets and taxes. He served as assistant to President Kennedy's chief economic advisor from 1962 to 1963 and was State Coordinator for Senator Robert F. Kennedy's presidential campaign in 1968. Mr. Sarbanes graduated magna cum laude from Princeton University and was a Rhodes Scholar.
