Jonathan Cowan

Jonathan J. Cowan currently is Chief of Staff of the U.S. Department of Housing and Urban Development, serving as Secretary Andrew M. Cuomo's top advisor and overseeing the $26 billion a year federal agency. Prior to becoming Chief of Staff, Mr. Cowan served as Senior Advisor to Secretary Cuomo, developing long-term policy, political and communications strategies. For the last eighteen months of former Secretary Henry Cisneros' tenure, Mr. Cowan served as Assistant Secretary for Public Affairs (designate). Before joining the Clinton Administration, Mr. Cowan led a national effort to mobilize younger Americans as the co-founder/co-director of the leading and successful “Generation X” political action group Lead...or Leave. He has testified as an expert before the Presidential Commission on Entitlements and has published op-eds in a range of newspapers. From 1989 to 1992, Mr. Cowan served as Press Secretary and Senior Legislative Aide to Congressman Mel Levine (D-CA), focusing on Judiciary Committee issues including abortion rights, gun control and intellectual property law.
