Tibetan Democracy in Exile: Governance Without a State ft. Sikyong Penpa Tsering
Description
Join Sikyong Penpa Tsering, the elected leader of the Central Tibetan Administration, for a conversation on the future of Tibetan democracy. In exile for over six decades, the Central Tibetan Administration has maintained a vibrant democratic system that protects cultural identity and human rights despite statelessness. The discussion will explore what democracy means beyond borders, Tibet’s place on a global stage and its position in U.S.–China relations, as well as the path forward for Tibetan society.
Moderated by Ned Price, Former Senior State Department and CIA Official and IOP Fall 2025 Resident Fellow.
