Topic: How Did We Get Here? Challenges to Campaigns and Elections Through the Years

Description: The 2016 election revealed how vulnerable we have become to malign influence and cyber operations targeting our election infrastructure and processes. But this was far from the first time adversaries have tried to shape American political discourse. Nor was it the first time access to the polls and election returns were in doubt. Can our history of expanding voting rights and system of Federalism adapt to the challenges of 21st Century threats? Mark Harvey leads a discussion on the myriad challenges to elections and what can be done to help secure them.

IOP Resident Fellow Mark P. Harvey is the former Special Assistant to the President and Senior Director for Resilience Policy on the National Security Council Staff, and over the past 15 years, has helped author a wide variety of plans, policies, and doctrine to foster resilience through effective risk management.

Topic: Capitol Hill to the Campaign Trail: Overview

Description: This session will provide an overview of what working on Capitol Hill versus a campaign is like. We will then go into depth about day-to-day work on a Presidential campaign and confront particular life challenges such as whether to go graduate school and how to cope with the uncertainty of a life in politics.

IOP Resident Fellow Rohini Kosoglu is a senior advisor to U.S. Senator Kamala D. Harris, having most recently served as Chief of Staff to her presidential campaign, Kamala Harris for the People.

A conversation with Joseph S. Nye Jr., University Distinguished Service Professor Emeritus at Harvard Kennedy School, and Ambassador Wendy R. Sherman, Director of the Center for Public Leadership, examining the role of ethics in foreign policy from FDR to Trump.

Topic: Stepping Off the Party Train ... Notes from the Field

Description: In this first study group, I will discuss the circumstances that led me to leave the Republican Party and how my background as an Alaska born journeyman carpenter led me to become the Governor of Alaska and the only Independent governor in the nation at that time. We will discuss the benefits of not being bound to party or ideology--including cabinet selection without party influence--and the challenges of governing and running for reelection without a party. Finally, we'll discuss strategies for electing more independents.

IOP Resident Fellow Bill Walker is an attorney and businessman who served as the 11th governor of Alaska, from 2014 to 2018. He was only the second governor born in Alaska, and he was the only Independent governor in the nation during his term.

During the first session, I’ll introduce myself and share a bit about my journey from that landed me in the nation’s capital and then took me from the control room to the green room. I’ll also review what we’ll discuss in the coming weeks as a group and would love to get a sense of what students and attendees hope to get out of our discussions.
