Study Group with Steph Carlton: TN Supreme Court Justice Sarah Campbell -Policy progress - but the Judiciary?

In 1986, Supreme Court Justice Antonin Scalia was unanimously confirmed by the US Senate, including the support of Senator Ted Kennedy.  Yet today, Supreme Court Justices are often identified with partisan affiliations and conservative vs progressive policy positions – and their confirmation votes often fall along party lines.  What has changed?  What are the implications of recent Supreme Court decisions for policy priorities and the process to achieve them?
