An examination of the workings of Congress over the last two decades reveals that legislation rarely passes with bi-partisan support. There is little “reaching across the aisle” in an attempt to seek compromise. How bad is it?
Causation:
1. Gerrymandering – over 90% of G.O.P. House of Representative members were elected in districts carried by Mitt Romney and over 90% of Democratic Members were elected from districts carried by President Obama. What is the impact of this phenomenon?
